CLEC To Capture Termination Fees
Rural telcos pocket termination fees. To get callers they provide a service such as free international calls or free conference calls. Examples allfreecalls.net and futurephone.
I recall USLec did something like this in 2000, and the Bell complained and USLec was told to pay it back.

SmartNumber findme/followme service could be useful to generate incoming calls. Provide user a voicemail with that number in Iowa, along with smart call redirection/simul-ring. SmartNumber charges 14.95/month and has local PSAPs.
