CLEC To Capture Termination Fees
Rural telcos pocket termination fees. To get callers they provide a service such as free international calls or free conference calls. Examples allfreecalls.net and futurephone.
I recall USLec did something like this in 2000, and the Bell complained and USLec was told to pay it back.
