App - Good listening

WSJ.com:
Ferrari argues that for listening to be effective, a participant in a conversation should speak only 20% of the time. Twenty percent. And when he does open his mouth to speak, he should demonstrate that he is "the Master of the Question."

Smartphone app that listens during a phone call and times who is speaking, then grades the call for listening.  Maybe could also do this in a meeting or with other conversations, by opening the mic.

No big money in this app.  Maybe a buck for the download.  Or free with stats going to a monthly subscription website that provides reports, guidance, coaching.
